Chairman's Report
Annual Meeting
January 29, 2013
The PPLC Board of Directors conducted its regularly scheduled board meetings during 2012 in compliance with its established by-laws. During the 2012 calendar year the board placed emphasis on the renewal of the Interlocal Agreement (ILA) which is scheduled to sunset in September 2013. The PPLC Board Chairman attended pertinent work sessions and committee meetings regarding the ILA throughout the year maintaining a board presence in the process. In addition, the board continued to fulfill its duties providing oversight of the Cooperative's financial status, board development, and public presence.
The board has continued its relationship with Greystoke Consulting, Inc. as an investment advisor for the Cooperative. The funds are restricted for use by the Talking Book Library. The Finance Committee monitors the investment portfolio and continues to feel that the performance of the firm is satisfactory given the current economic climate. The board also recommended that a portion of the Board Designated Unallocated Capital funds be repurposed for operational expenses in FY 13. The Board's recommendation was approved by the Board of County Commissioners and all Cooperative members. Board members helped support the Barbara Bush Family Foundation Celebration of Reading event in support of the Deaf Literacy Center with personal contributions. Due to limited activity by the Fund Development Committee the board moved to disband the committee until such time that a board member was identified to serve as the committee chair.
A critical component of board membership is advocating for libraries and their services by meeting with local governing agencies, state elected officials, and the library community. Meetings were scheduled with members of the Pinellas County Legislative Delegation as their schedules permitted. Members of the board, the PPLC Executive Director, and member library directors attended the meetings sharing information about the vital role libraries play in their communities and the need for continued support from the State Aid to Public Libraries Grant program. Board members Judi Burr and Chris Bulleit traveled to Tallahassee along with library directors from Dunedin and Pinellas Park, the Assistant Director from Clearwater, and PPLC staff. The PPLC delegation participated in support of the Florida Library Association sponsored Library Days advocacy campaign. In addition to their attendance the board continued to provide financial support for the event by contributing $500 to the Friends of Florida Libraries Honor Roll. Board members also attended a wide range of events at Cooperative member libraries in addition to participating in PPLC outreach activities such as the Times Festival of Reading.
The PPLC Board Retreat was held on September 21, 2012 at the Juvenile Welfare Board facility. The retreat was attended by current and in-coming board members as well as member library directors. In addition to providing new board members with orientation materials the retreat provides a vehicle for board members, library directors, and staff to learn more about each other and how they interact in the Cooperative. Throughout the year the board relies on the Library Director's Advisory Council Chair to share items of interest to the board at their monthly board meetings.
The Board reviewed and approved 3 requests for Reserve Funds in 2012. Clearwater Public Library submitted a request on behalf of the Cooperative members for the OCLC Contentdm Services for $49,800; Largo Public Library was approved for $1,100 for the purchase of How-To Genealogy materials; and Largo Public Library was approved for $21,000 for a Genealogy and Family History Digitization project.
The Board approved several contracts in 2012. Sarasota County continued its contract for the provision of Talking Book Library Services for its residents through the PPLC Talking Book Library. The Born to Read program continued its relationship with the Early Learning Coalition with the Board approving a $37,500 contract. The Board also approved a $30,000 contract with the Volunteer USA Foundation to support the Deaf Literacy Center's Family Mentoring Program, and a $10,000 contract with Bank of America for teen programming. The Town of Belleair Shore continued its membership in the Cooperative. The Board approved contracts with Barton, Gonzalez & Myers, P.A.; Frazer Hubbard Brandt Trask & Yacavone L.L.P; and Velocity Express. The board approved the PPLC FY 2013 budget, and adopted the annual plan of service for submission with the state aid application.
The Board appointed two new board members to fill the October 1, 2012 - September 30, 2015 board vacancies. Gary Lewis and John Doran were each elected to serve a three-year term of office. The At-Large District 3 vacancy for the 10/01/12 - 9/30/15 is scheduled to be filled by the Pinellas County Board of County Commissioners. The following board members were elected to serve as executive officers in 2012/2013: Judi Burr, Chairman; Jan Setzekorn, Vice-Chairman; and Sharon Oliphant, Secretary/Treasurer. The Pinellas Public Library Cooperative was audited by the firm of Barton & Company. The audit will be finalized in January 2013. The board is continuing to contract with the firm of Price, Donoghue, and Ridenour (PDR) for accounting services.
As the chairman of the Pinellas Public Library Cooperative's Board of Directors I would like to express my sincerest thanks to the members of the Board for their commitment to serving the Cooperative and its member libraries. The time and effort by each board member has contributed greatly to making a difference in library services for the citizens of Pinellas County. I truly look forward to continuing to work with the Board during the upcoming year.

Judith P. Burr
Chair
Term 02/08/11 - 9/30/13
Mrs. Burr, a resident of Palm Harbor, serves as the Board of County
Commissioners At-Large District 1 representative. She is a retired vice
president — human resources executive for JPMorgan Chase. Mrs. Burr
served in a variety of professional positions with JPMorgan Chase during
her career that spanned over 35 years. Her experience and leadership
included international assignments for the corporation in Australia,
Hong Kong, England and France. Mrs. Burr's strength in organization and
finance is seen through her fundraising efforts including her leadership
on the Chase Hurricane Katrina Employee Relief Program. Mrs. Burr brings
her years of client relations and human leadership development
experience to her new position with the PPLC Board.

Jan Setzekorn
Vice Chair
Term 04/26/11 - 9/30/13
Ms. Setzekorn, a resident of Clearwater, is an active member of the literacy community serving as the Director of the Families Learning Together Literacy Program for United Methodist Cooperative Ministries. She received a Bachelor's Degree in Public Health Education from Indiana University and earned a Master's Degree in Business Administration from the University of Indianapolis. She has worked in various public health agencies and independent K-12 schools. She became the staff coordinator of UMCM's Family Literacy project when it began in 2004, and developed the project into the current Families Learning Together Literacy Program. She is a ProLiteracy America trainer and is the Pinellas County trainer for CASAS Testing Administrators. Ms. Setzekorn brings her years of experience working with ESOL and GED students and her wealth of knowledge involving family literacy to her position on the Board.

Sharon Oliphant
Secretary/Treasurer
Term 10/01/11 - 09/30/14
Mrs. Oliphant, a resident of Seminole, is actively engaged in her local community. She is a member of the General Federation of Women's Clubs and has served in a variety of leadership positions including Club President. Her passion for community service and civic involvement is seen in her advocacy and fundraising projects through the organization. Mrs. Oliphant currently serves as the Thrift Center Manager for First Baptist Church of Indian Rocks and lends her expertise and organizational skills to their program. She brings long term experience serving in a volunteer capacity to her position on the Board.

Cecilia Burke
Term 07/24/12 - 09/30/14
Mrs. Burke, a resident of the Seminole-Largo area of unincorporated Pinellas County, was appointed the Board of County Commissioners At-Large District 2 representative. A graduate of Leadership St. Pete, she served eight years as Governor Bush's appointment to the Juvenile Welfare Board, was chairman of the Pinellas County Childcare Licensing Board, and held leadership positions with Oakhurst Elementary PTA and St. Petersburg Collegiate High PSTA. For several years she was active with the Pinellas County homeschool community; a group of avid library users. Cecilia's prior career included campaign manager for education advocate State Senator Don Sullivan; committee staff for Congressman Dan Burton; and executive director of the Deerfield Beach Chamber of Commerce, at which time she was recognized as Deerfield Beach's Woman of the Year.

John Doran Term 10/01/12 - 9/30/15
Mr. Doran, a resident of Clearwater, is an active member of the community serving in many capacities. Mr. Doran recently completed his term as a City Council Member and served as the city representative on the Downtown Development Board, the Main Street Joint Venture, the Pension Advisory Committee, the Courtney Campbell Causeway Scenic Corridor Advisory Committee, the Pinellas Homeless Leadership Network, and the Pinellas Planning Council. He currently is a member of the Clearwater All-America Sertoma Club, the Clearwater Beach Association, the Clearwater Beach Chamber of Commerce, the Clearwater Regional Chamber of Commerce, the Friends of the Clearwater Library, Sister Cities, League of Women Voters, NAACP, 7th Infantry Division Association, and the American Legion Post 7 Clearwater. Mr. Doran's educational background includes a Masters degree in Business Administration and a Juris Doctorate. Mr. Doran brings his skills as an attorney and a CPA in addition to his long-term commitment to his community to his position on the Board.

Gary Lewis Term 10/01/12 - 9/30/15
Mr. Lewis, a resident of Oldsmar, served in the U.S. Coast Guard for twenty-six years. He was the supply officer on three of the United States Coast Guard's largest ships. In addition to his professional successes, Mr. Lewis has served as the President as well as the Secretary/Treasurer of his homeowners association. Since retirement, Mr. Lewis has been an active volunteer in his community. He was recognized as the 2010 Volunteer of the Year by the Oldsmar Public Library. Mr. Lewis is an asset to the Board and will bring a unique vision to library service in Pinellas County.

Janet O' Harrow
Term 10/25/11 - 9/30/14
Mrs. O' Harrow, a resident of Dunedin, serves as an advocate for education. While working for Pinellas County Schools, she served on the Quality Expo Committee, The Choice Marketing Committee, the Outstanding Educator Committee, and the Support Employee of the Year Committee. She has a background and expertise in Communications and Public Relations. She has also been a volunteer in her community and brings her willingness to help those in need to her position on the Board.

Janina Patrus
Term 06/28/11 - 9/30/13
Ms. Patrus, a Largo resident, is the Municipal Clerk for the Town of Redington Beach. She received her Bachelor's Degree in Business Administration from Thomas A. Edison College and earned her Master's Degree in Management from Wilmington University. She is also the recipient of several professional certifications. Janina is an active member in her community and a volunteer with the Florida Suncoast Hospice. While living in New Jersey, Ms. Patrus was awarded the Outstanding Woman of 2001 for Salem County, by the State of New Jersey Community Affairs, Women's Division. Ms. Patrus brings her years of professional experience working in both the Corporate and Government sectors with strong financial administrative and managerial skills to the Board.

Kathy Ralph At-Large District 3 Term 10/1/12 - 9/30/15
Mrs. Ralph, a resident of Tierra Verde, serves as an Academic Advisor, Baccalaureate program, in the College of Education for St. Petersburg College. While working in her current position, she has served as the liaison with the Florida Minority Teachers Scholarship Organization. Her leadership positions have also included President of the Florida Association of Private Colleges & Universities as well as the Secretary for the Southern Association of Colleges and Universities. Her broad range of experience includes talents in event planning, counseling, recruitment, fundraising, and professional presentations. She has also been a volunteer in her local community and brings her skills and expertise to the public libraries to her position on the Board.
