Chairman's Report
Pinellas Public Library Cooperative, Inc.
January 25, 2011
The PPLC Board of Directors continues to monitor the goals established in the 2008-2011 Cooperative Long Range Plan and diligently work toward accomplishing its objectives. The Board will be updating the plan through 2012 during the 2010-2011 fiscal year. Board members actively pursued goals involving the Cooperative's financial status, board development, Cooperative structure, and public presence.
Two major initiatives continued to be priorities for the board in 2010. The board worked closely with Pat McClintock of RMG Consultants, Inc to finalize the PPLC Governance Assessment. The assessment was completed in October 2010 and distributed to all Cooperative member library governing agencies, the Pinellas County Administrator, and member library directors. The board is committed to working closely with the Cooperative membership to ensure the continuation of shared library services in advance of the sunset of the Interlocal Agreement in 2013. The board also worked closely with John Elbare, Florida Philanthropic Advisors, LLC, who was engaged to develop a Fund Development Plan to assist the board in making informed decisions about future fundraising objectives. A Fund Development Committee has been established and is in the early stages of its first fundraising initiative to support the Talking Book Library. Drastic reductions in the State Aid to Libraries Grant Program and the decline in funds generated through the unincorporated Pinellas County MSTU makes seeking additional outside support for valued programs critical. The board has continued its relationship with Greystoke Consulting, Inc. as an investment advisor for the Cooperative. The Finance Committee oversees the investment portfolio and has been pleased with the performance of the firm to date. The Board also established an Audit Committee in 2010. It was determined that the PPLC Board's Vice-Chairman would serve as the Audit Committee Chair. The committee was established to be in compliance with new audit regulations.
Board members also continued to campaign for libraries and their services by maintaining an active role in meeting with local governing agencies, state elected officials, and the library community. All members of the Pinellas County Legislative Delegation received visits that were attended by members of the board, the PPLC Executive Director, and member library directors. Board members Mona Lisa Johnson and Marilyn Chapman traveled to Tallahassee along with PPLC staff members Mary Brown and Paula Godfrey, and library directors, Gene Coppola, Barbara Pickell, and Cari Rupkalvis. The PPLC delegation participated in support of the Florida Library Association sponsored Library Days advocacy campaign. In addition to their attendance the board continued to provide financial support for the event by contributing $500 to the Friends of Florida Libraries Honor Roll.
The PPLC Board held board meetings offsite at three member libraries in 2010 continuing their efforts to become better informed of member libraries, their programs, and facilities. The board also relies on the Library Director's Advisory Council Chair to share items of interest to the board at their monthly board meetings. Current and in-coming board members also attended the annual retreat and orientation that was held on September 24th at the Leepa-Rattner Museum on the SPC Tarpon Springs Campus. In addition to providing new board members with orientation materials the retreat provides a vehicle for board members, library directors, and staff to learn more about each other and how they interact in the Cooperative.
The Board reviewed and approved 12 requests for Reserve Funds in 2010. The Safety Harbor Public Library was approved for a Preservation Project for $25,000; Safety Harbor Public Library was approved for $2,000 for Reading Adventure Backpacks; Clearwater Public Library System was approved for $27,620 for the purchase of Drop-In Computer Labs; Clearwater Public Library System was approved for $47,520 to implement the NetSmartz Internet Safety Program; PPLC was approved $37,500 for the purchase OverDrive e-Books to implement a new countywide collection; Seminole Community Library was approved $100,000 for the expansion of the Seminole Community Library; PPLC/Talking Book Library was approved $45,000 for the new Irene P. Murphy Low Vision Center; East Lake Community Library was approved $200,000 for the expansion of the East Lake Community Library; Largo Public Library was approved $12,000 for the purchase of a digital scanner; Largo Public Library was approved $2,800 for the purchase of African American materials to add to the genealogy materials; PPLC was approved $30,814 for the final phase of the Polaris implementation; Pinellas Park Public Library was approved $5,200 for the purchase of Asian collection materials.
The Board approved several contracts in 2010. Sarasota County continued its contract for the provision of Talking Book Library Services for its residents through the PPLC Talking Book Library. The Born to Read program continued its relationship with the Early Learning Coalition with the Board approving a $24,984 contract. The Board also approved a $30,000 contract with the Volunteer USA Foundation to support the Deaf Literacy Center's Family Mentoring Program. The Board also approved the agreement with the town of Belleair Shore for membership in the Cooperative. The board approved the PPLC FY 2011 budget, the Cooperative budget for the 2011 fiscal year, and adopted the annual plan of service for submission with the state aid application.
The Board appointed two new board members to fill the October 1, 2010 — September 30, 2013 board vacancies. Donald Mahoney and Kay Campbell were each elected to serve a three-year term of office. The At-Large District 1 vacancy for the 10/01/10 — 9/30/13 was filled by the Pinellas County Board of County Commissioners by Karen Lewis. The following board members were elected to serve as executive officers in 2010/2011: Barbara Ponce, Chairman; Marilyn Chapman, Vice-Chairman; and Chris Bulleit, Secretary/Treasurer. The Pinellas Public Library Cooperative was audited by the firm of Barton & Company and was judged to be in good financial condition. The Clerk of the Court also conducted and audit of the Cooperative in 2010 and found no findings. The board is continuing to contract with the firm of Price, Donoghue, Ridenour (PDR) for accounting services.
I have been pleased to serve as the chairman of the Pinellas Public Library Cooperative's Board of Directors. Special thanks to Chris Bulleit for serving as treasurer and sharing his business expertise to the benefit of the PPLC. Many thanks to Mona Lisa Johnson and Marilyn Chapman for their work on the Fund Development Committee and to Madelyn Liss and Danielle Harkins for their enthusiastic support of the Cooperative and its programs. Increased communication between the Library Director's Advisory Council and the Board has been one of my personal goals and I hope this has been accomplished so far this year. I look forward to continuing to work with each of you in support of library services for all of our residents.

Judith P. Burr
Chair
Term 02/08/11 - 9/30/13
Mrs. Burr, a resident of Palm Harbor, serves as the Board of County
Commissioners At-Large District 1 representative. She is a retired vice
president — human resources executive for JPMorgan Chase. Mrs. Burr
served in a variety of professional positions with JPMorgan Chase during
her career that spanned over 35 years. Her experience and leadership
included international assignments for the corporation in Australia,
Hong Kong, England and France. Mrs. Burr's strength in organization and
finance is seen through her fundraising efforts including her leadership
on the Chase Hurricane Katrina Employee Relief Program. Mrs. Burr brings
her years of client relations and human leadership development
experience to her new position with the PPLC Board.

Mona L. Johnson Vice Chair
Term 10/01/09 - 9/30/12
Ms. Johnson, a resident of Palm Harbor, serves as an active member of the community focusing on children and families. She is the Community Relations Coordinator for the Juvenile Welfare Board Task Force on Youth. Ms. Johnson is also a Board member of the Palm Harbor Chamber of Commerce, and President of the Palm Harbor Rotary. She also supports the Friends of the Palm Harbor Library as a Sustaining Member. Ms. Johnson brings her years of experience in psychology, marketing and youth development to her position on the Board. |

Robert Chris Bulleit Secretary/Treasurer
Term 10/01/09 - 9/30/12
Mr. Bulleit, a resident of Tierra Verde, serves as the Board of County Commissioners At-Large District 3 representative. He is a retired business professional specializing in finance management. Mr. Bulleit was a finance professional at William R. Hough & Co. of St. Petersburg for over 20 years and also served on the Board. Currently, he serves on the Board of Directors for the St. Petersburg Country Club and is also a volunteer for The Hospice of the Florida Suncoast. Mr. Bulleit brings his years of financial management experience to his new position with the PPLC Board.

Janet O' Harrow
Term 10/25/11 - 9/30/14
Mrs. O' Harrow, a resident of Dunedin, serves as an advocate for education. While working for Pinellas County Schools, she served on the Quality Expo Committee, The Choice Marketing Committee, the Outstanding Educator Committee, and the Support Employee of the Year Committee. She has a background and expertise in Communications and Public Relations. She has also been a volunteer in her community and brings her willingness to help those in need to her position on the Board.

Sharon Oliphant
Term 10/01/11 - 09/30/14
Mrs. Oliphant, a resident of Seminole, is actively engaged in her local community. She is a member of the General Federation of Women's Clubs and has served in a variety of leadership positions including Club President. Her passion for community service and civic involvement is seen in her advocacy and fundraising projects through the organization. Mrs. Oliphant currently serves as the Thrift Center Manager for First Baptist Church of Indian Rocks and lends her expertise and organizational skills to their program. She brings long term experience serving in a volunteer capacity to her position on the Board.

Janina Patrus
Term 06/28/11 - 9/30/13
Ms. Patrus, a Largo resident, is the Municipal Clerk for the Town of Redington Beach. She received her Bachelor's Degree in Business Administration from Thomas A. Edison College and earned her Master's Degree in Management from Wilmington University. She is also the recipient of several professional certifications. Janina is an active member in her community and a volunteer with the Florida Suncoast Hospice. While living in New Jersey, Ms. Patrus was awarded the Outstanding Woman of 2001 for Salem County, by the State of New Jersey Community Affairs, Women's Division. Ms. Patrus brings her years of professional experience working in both the Corporate and Government sectors with strong financial administrative and managerial skills to the Board.

Barbara Ponce
Term 10/01/09 - 9/30/12
Ms. Ponce, a resident of St. Petersburg, has been a member of the professional library community for over thirty years. Before her retirement in 2008, Ms. Ponce served as the Department Head for the Library, Parks & Recreation, and Media & Public Events Divisions for the City of Pinellas Park. She has devoted her time and talents to various library projects on both local and statewide levels. Ms. Ponce brings her lifelong commitment to libraries and, specifically, public library service to her position on the Board. |

Jan Setzekorn
Term 04/26/11 - 9/30/13
Ms. Setzekorn, a resident of Clearwater, is an active member of the literacy community serving as the Director of the Families Learning Together Literacy Program for United Methodist Cooperative Ministries. She received a Bachelor's Degree in Public Health Education from Indiana University and earned a Master's Degree in Business Administration from the University of Indianapolis. She has worked in various public health agencies and independent K-12 schools. She became the staff coordinator of UMCM's Family Literacy project when it began in 2004, and developed the project into the current Families Learning Together Literacy Program. She is a ProLiteracy America trainer and is the Pinellas County trainer for CASAS Testing Administrators. Ms. Setzekorn brings her years of experience working with ESOL and GED students and her wealth of knowledge involving family literacy to her position on the Board.
